#22 Question: About the B-spline wavelet transform

I'm greatly interested in B-spline wavelet Eric J. Stollnitz suggested
in the Book 'Wavekets for computer graphics, theory and applications',
but I have some basic question about it. First, I think there are
some restriction in the number of contol points of B-spline curve,
that is the number of control points of input B-spline curve must be
2^j+3(j is integer and cubic B-spline case). So, If the number of
control points of the curve is not 2^j + 3 (4,7,11,19...), the curve
can not be transformed by B-spline wavelets. And Second I don't know
how can I apply B-spline wavelet transform into the curve with
non-uniform knot vector.

I would greatly apprecite on your kindness if you answer my question.
